Can I flash my S7 to something modern?

My bro's S7 phone on TMobile (originally bought through VZW) is having signal problems (phone calls) within the house. It is coming up with error code 401 when trying to update so it's stuck on Android 7 still. Might have to do with when we migrated to T-Mobile.

I lent him an S9 and it works just fine in his house, so I'm guessing it's just running on obsolete software so now I'm tasked with flashing the S7 to the latest. I see mentions of it being able to use LineageOS 17 and updating it to Android 10. But they mention rooting and link to Exynos ROMs and I check on XDA and it's quite confusing for a newbie what works and what applies. Can someone simplify it for me? I watched available old videos (from like 2015) that said I need a custom recovery and the zip (ROM) and that's all there is to it. Am I supposed to install TWRP next? Which rom would work best for me?

*update: people are saying Android 10 has a lot of battery consumption issues.

Not really seeing that on the S9 that's already on A10, but I guess there's not much reason to upgrade anyway.
