I am going to apply for a job but all that is listed is the address of the PO Box. Are the company/people's names who have them allowed to be given out? I called the Post Office but nobody picked up the phone.

Right. It was listed on a newspaper's website but the company name isn't listed. It does however match the skills that I have, so I am just trying to find out the company name before I apply.

A lot of companies don't put a company name for the job. I've sent my resume for lots of jobs, for good companies, without knowing who they were at first.

This isn't an 'advertisement', but rather a real job posting which are listed weekly on the newspaper's website. For some reason this company just doesn't want anyone to know the name.

Sometimes companies do this to avoid being inundated with phone calls. There is a way to get the owner of a PO box. You have to write to the postmaster of that branch. It used to be a law that they had to give you the information. Maybe thats changed in recent years.
