Can I find out how much of my PSU is being used?

I'm a complete ignoramous regarding power supplies and +12v rails and what not.

Can anybody refer me to a software package that would tell me how much power my hardware is sucking up at a particular period of time?
 
hmm not really.. (that i can think of)

i know my PSU is being worked when i see my VCore drop (vdroop) when my CPU is at 100%

Vcore droop is done to lessen Vcore voltage overshoot when the load drops suddenly is part of Intel spec and is not a sign your PSU output voltages are sagging. Voltages from the PSU directly can and do hint to increased load.
 
If you have a battery backup it will show you how much power is being drawn by your system or at least the apc units I have will do this. My particular unit also has the lcd display on the front that allows you to see information as well.
