Can I dual boot win98se/Linux?

Certainly. Just install W98 first, then Linux. Most installations handle this setup flawlessly. Just be sure to make multiple partitions on the drive (probably 3 - Win, Linux, and Linux swap) before you start.

"Windows 98 Linux Dual Boot" turns up plenty of matches on Google - those would be good places to start looking.
