Can I do a whois type search with an IP address?

I have somebody's IP and I want to find out what internet access they use and where they are, among other things. Can this be done? Can anything be done?

Well, you can do a tracert which may clue you in to what isp the fellow's usin

Thanks for the replies, but I am not finding anything that I want. So far I know this guy is on AOL, but apart from that, nothing. I want to find the general area where he lives in. Is this possible, or is it a lost cause?

Get neotrace (It's a graphical ping utility.)and you'll get a general area. However, if he is on AOL you will just get the central location of his closest POP.

I downloaded it an installed it. It wont start up. Gave me an error
