Can I do a point to point network speed test?

I have some connectivity problems at work to an external server and the techs are getting anywhere and I don't think they will. So I was wondering if there is some program that I can use to measure bandwidth and latency to some specific IP address.

Thanks but I cannot install anything on the server so I don't know if it will work. I will try it anyway when I get to work and see what I get.
