Can I create a boot disc that does this?

Can I create a Windows 98 AND Windows 2000 boot CDROM
that will let me choose from an old school CONFIG.SYS menu
whether to boot 98 or 2K? Is it complicated? (my luck that
my SCSI card and Plextor drive don't work with the generic
drivers...extra work 🙁)

What about adding a Linux kernel? 😀
 
Yes you can.

Format a disk under win2k, copy boot.ini, ntldr and bootsect.dos to it.

Use that disk to make the cd-rom bootable
