Can I control one PC from another over my network?

I have roadrunner cable, a wireless router (D-Link) with my main PC connected via ethernet cable and the secondary PC using a USB wireless adapter.

The main PC uses Win XP and is brand new, while the older PC is on Win ME. What I would like to do is be able to control from the main PC when it has access to the internet. If possible I would also like even MORE control, for such things as powering down and powering up the secondary from the main.

There are some controls on my router's online copntrol center that seem to allow time limits to be set for accessing the internet, but that is not exactly what I am looking for. I want a button or something simple my wife can click on to give or take away internet for the secondary computer. It is also important that this does not affect the file-sharing of the two PCs.

The dlink has enable and disable filter rules. So you can create the rule, and then your wife can click a bookmark to take her to the specific configuration page and select the rule and enable or disable it. Not quite 1 button, but doesn't require entering stuff like addresses or what not.

Ultra VNC is for remote desktop type stuff, you could use it to shut down the computer. As for remote power up, I think you'll need a nic with wake on lan. I haven't used any wake on lan stuff so maybe someone else will help you with that.
