Can I connect directly to another computer over the internet to play multiplayer?

If I wanted to play UT with a friend over the internet can we do this without connecting to a server? Can I just host a game and the other person join if he knows my IP address?
 
If you can do it with CS I'm pretty sure that you can do it in UT. Just find out your IP and create a game. Give you friend your IP address with the ":27015" at the end and he/she should be able to connect. Hope this helps.
