Generally speaking, a good desktop CPU is about 10 times as fast as a good mobile CPU.

Geekbench is a rather smallish benchmark though not ridiculous. The i7 is definitely faster, about 5x S4 on that particular benchmark for single thread tasks (the i7 scales better with multi-threading).
