Question Can I cheap out on a PSU for peripherals-only use? It won't power a PC.

I am planning to get a $20 400W Coolmax PSU to power desktop peripherals like IDE drives, IDE CD ROMs, and more. These are from my old desktops. All wires except Molex, PS_ON, and 1 GND wire will be cut and converted to Molex. PS_ON and GND are connected to a relay that turns on and off with my laptop. I am making the switch from desktop to laptop, but the desktop's 1 kW PSU died. The PSU didn't take anything down with it. Fire/explosion hazard for under 20-30 W load?
