Can i call microsoft for this?

I have a laptop with windows xp home edition, i'm not going to be using the laptop anymore as because it's slow and dated. Can i call microsoft and have them give me a new cd-key so i can install windows xp onto my desktop pc that i'm building?

what number do i call?
 
It's probably just as simple as uninstalling it from your laptop, installing on the desktop, entering the same cd key. Maybe I'm misunderstanding this?
 
Your laptop doesn't have the CD key on it?

Anyway, no you can't. OEM licenses are tied to the machine they were sold on. You can't (legally) use it on another machine.
