can i buy a cheap tv-tuner, and use my vcr on it?

if i use my vcr on the tv-tuner, i can also hook up my dreamcast and psx to the vcr correct? how is the quality on a CHEAP tv-tuner card compared to a more expensive one?
 
I can't speak for every tv-tuner card, but I had one a few years ago and had the VCR hooked up to it and ran my SUper Nintendo off of that, so it can be done. You put the video out from the VCR into the TV-tuner card, and the audio out into the sound card. Hope this helps.
 
get a cheap Hauppauge WinTV PCI card (or any other card using the Brooktree/Conexant 84x or 87x decoder chip) and use DScaler (freeware) and you'll be all set

I've seen that DScaler before, does it give any advantages to regular NTSC TV? Or is it only advantageous when using a DVD source, etc?
