If I have two CD-RW drives, can I burn the same thing to both drives at once? If so, what program do I have to use? I didn't see any support for it w/ Nero...

Yes you can, and I'm pretty sure Nero can, but haven't really looked myself.

With Nero, when you hit the write button, choose the burn tab when it comes up. Check the "Use Multiple Recorders", next window make sure your two recorders are highlighted. I also use this feature to switch between multiple burners. Using the same steps above, you just higlight one burner. It is a lot easier than going through "choose recorder" everytime.
To burn to multiple burners you will need to have scsi burners or your 2 ide burners should be on different channels. I do multiple burning with Nero all the time using Plexter scsi burners in an external case and it works flawlessly.
I have burned successfully using 2 different ide burners but it might be recommended to use matching burners. If you use 2 unmatched you can only burn at the highest speed of the slowest burner, if that wasn't already obvious.

Iamme, I forgot to answer your second question. I don't think you can use Nero to burn 2 different things at the same time. I have as an experiment done this using 2 instances of CDRWIN, or CDRWIN and Nero. The problem with Nero is that it will check all of your burners when it goes to burn.
When I used Nero first to burn something then CDRWIN, I had no problems, but if I tried it the other way around I would get a coaster because Nero would lock up the burner that was burning.
Also to do this you really need to be burning ffrom different hard drives on different channels than your burners. In other words you would need four completely seperate Ide channels for this to work. Burnproof might let you get away with less (though I tend to doubt it), but with the burnproof kicking in a gazillion times you probably could do the project faster one at a time.
SCSI changes everything.

"Wizard? I don't need no stinkin' wizard!!"
Seriously, step by step if you are burning an ISO.
1. New/cdrom-iso
2. Drop files into the name window
3. Hit the "opens the write-cd-dialog" (burning cdrom on toolbar) button
4. choose the burntab and make sure the "use multiple recorders" is checked 'screenshot'
5. Hit the write tab
6. highlight your 2 burners and hit ok 'screenshot'

Multiple cdr burning has been available at least since 5.0.0.0. I am using 5.5.82 with a serial number purcased from Nero.
Are you using an OEM version of Nero? Perhaps it may have limitations.
