Can I bsel this E2140?

Not sure about bsel but my E2140 was a trooper, 3.2GHz 24/7 with less than 1.35vcore. Sold him over in FS/FT along with the A7FP + LP DK P35 that it sat with.

your motherboard does not support 1066 MHz FSB, so there is no guarantee it will POST after BSEL.
 
yeah, I figured that was the issue. I think I am just going to sell the compaq mobo and this CPU and replace it with "real" ones
