Yes, I'm a pervert, but I don't think any other guy is different. In a guy's mind, it's like you're getting a free pass to take a quick look. The problem is, guys feel like women KNOW that we see it as an opportunity to take a quick look, especially up close like that.

Heh, a while back I was in student health. While I was talking to the girl at the counter I looked at her nametag to see if she was an RN, LPN, etc. or just an office worker. When I looked back up she was looking at me odd, and I'm sure she thought I was staring at her chest. Whoops. I just took the form she handed me and quickly sat down.

Are you serious? Have you tried looking at name tags with small fonts, colored backgrounds, and to top it all off on top of possibly a colored work shirt, then bouncing and moving while the person is talking? It does not require just a glance.
