Can faulty PSU cause this boot problem?

I recently upgraded my system. I added an AMD x2 3800+ on an Asus 939 dual sata board. I kept the following old parts: ati 9800 video card, 2 sticks of spectek 512 ram, a 160 gig maxtor drive, an 80 gig western digital drive, a DVD reader, a DVD/RW drive, floppy drive, a usb printer, an LCD monitor, and my psu is a 350W Antec smartpower.

My problem is about every 3rd or so boot the computer hangs with my backgroud picture on the desktop but no Icons and the
toolbar won't come up. I have to log off and log right back on. Then everything works fine. I wonder if the Antec PSU is powerful enough to juice everything. I really don't notice other issues once I am up and running. Any thoughts?

Forgot to add...I am not overclocking and am using the stock fan that came with CPU..
 
I had this exact same problem at one time, but it just turned out to be a corrupt DLL file that was trying to load. However I would recomend that you get a power supply with a little more juice. At least a 450w - 500w PSU to run your two HDD's and 2 optical drives. In my opinion, yes, It's possible that your taxing your PSU a little too much and this could very well be the problem so I would highly recommend that you upgrade your Power Supply. If it doesn't resolve your issue then I would definately look at cleaning up your hard drive, defragging and checking for errors.
 
I doubt it is the psu. Usually a psu that is too weak either has problems spinning up the hds, or when the rig is under heavy load, neither of which applies to your situation.
