Can "dirty power" burn out a video card but not a MB?

I've been haveing problems with my video card and just found out two of the capacitors have leaked. Is this more likely to happen just from th caps going bad or would a power spike or something cause it? The only thing is the Motherboard seems find.
 
Most caps will survive a significant power spike - such a spike would likely destroy the chips in various other system components first.

My bet is just that the caps were of inadequate quality or of inadequate rating.
