Can CPU Cool damage HARDWARE? (real case)

I`ve recomended CPU Cool (www.podien.de) to somebody I know, since I`m using it with very good results.
The case is that he installed it, configured it with the "Athlon Forced Cooling Option" ENABLED, because I use it that way, and, it made go down his CPU temperature until 40 ºC.
But when he start using 3DMark 2001 in order to test if the performance was being hitted by this software cooler, he started to see artifacts and a loose of performance and quality, so he decided to uninstall CPU Cool, but the problems continued... the case is that his Video card is now useless, because he tested it in another computer and it doesent work as it has to work.
He tried changing the drivers, etc, and he is someone who repair computers (it´s his job), so it can´t be a minor problem, and HE ISN´T the one who doesent know how to repair it.
The strangest thing is that it was not the CPU the broken thing, it´s the Video card!!!!
He has an ABIT Motherboard with a VIA KT333, (KX7 I think), a GeForce 4 Ti 4600, and an Athlon XP.

¿any suggestion? I`m feeling a bit responsable for recommending him CPU cool...

It doesnt seem possible for a software cooling program to do this.

They all basically work the same way by halting the processor during its idle state. Performance is not usually affected, but if it is it wont just make the video card stop working.

 
I've used it successfully for several years. It certainly can damage hardware if not configured properly. Was he adjusting the FSB also? This can hurt things if not done right....
