Can bad shocks/struts cause sagging?

Rear is sitting lower than it should be. Shocks have about 140k on them. Or are the springs sagging? This is on a 98 Lexus GS400. Car is lowered but other owners with same car and setup as mine sits much higher in the rear.
 
check out the shocks, springs wont change over time though
try bouncing the rear and see how long it takes to settle
 
Spring can and do sag. My old car has slightly saggy springs but wasn't anything bad (1/2" maybe all 4 corners) and it had 161k on it.

That many miles on a car though you should be looking at shocks/struts anyway. And since you lowered but without a shock change, you probably wore them out faster too.

Only springs control ride height. When you say it was lowered, how was it lowered? Cheap aftermarket springs? Torch taken to the factory springs?
