I am planning to buy a new graphic card and i want suggestions from you as which graphic card is better

HD 4550 or HD 5450

Also please suggest a good quality PSU of 400W or 450W...

The 5450 has slightly higher clocks and higher memory speed if both are 64bit cards, so I would say its faster.

Mabe you can give us your budget and we can help you choose a better card.
Is this for gaming?

Even a normal quality 300 watt psu should run these cards.

But if you need a psu, I suggest this OCZ Fatality 550 watt modular psu for 35$ after promo code and rebate. You will not beat that price.

The 5450 is a bit better. Neither is good for anything more than watching HD videos though. If you're planning on HD gaming you need something like a Radeon HD 5570 at least, preferrably something much better than that.
