Can anyone tell me about MPEG1&2 bit rates?

I need to know what bit-rate a mpeg1 video would be for say 170x140
what about mpeg2?

if (and i'm not certian if you can) you could vary the bitrate, what kinda level do you think would make for acceptable viewing?

bitrate has no dependence on resolution.

as you know, the higher, the better the quality of the image, the larger the file size...

i have no idea what bitrate to use...
