As iamthebear said, create a shortcut to notepad in your SendTo folder. This is usually one of the first things I do to a new Windows installation...use it for all sorts of things. Viewing and editing autoexec.bat & config.sys, and anything else that is plain text but isn't associated with an application (*.inf, read.me files...the possibilities are endless). I use it so often that I named the shortcut "!Notepad" so it is sorted to the top of the list.
Changing the file association is another option, but much more limited than adding Notepad to the SendTo menu. It's hard to imagine installing a third-party utility just to view *.nfo files considering they're only text.
