I would like a script for users to go to where they can upload files/photos and put in an expiration date for deletion or make them permanent. Once the file is uploaded the script will spit out an internal link as well as an external url. any ideas?
 
I'm not sure about the expiration part, but there are many free photo and file sharing packages for Apache on the Linux side, and IIS on the Windows side. You'll need to be able to install a web server and applications to take advantage of any of these.
