can anyone recommend a good HSF for a low pro / FlexATX computer?

I've got the Gigabyte GMax series FlexATX system. It over heats quite a bit with my 1.6 northwood (runs at 61C and either the Intel HSF or the PSU fan gets loud as hell). I'm looking for a better HSF solution now that won't be horribly noisy either (~30dba or less). Anything around the size of the Intel stock cooler would be fine (around 65-70mm in total height).

Also, I'm wondering if cutting a customer blow hole over the HSF will assist in releasing some of that hot air. Looking for any suggestions on cooling it down. Here's what I think will help:

blow hole
upgraded HSF
AS3

Any tips would be great, thanks!

got the hole cut and now it's running at 43C constantyl...still looking for a quiet HSF for the 1.6ghz P4 that's not any taller than 65mm-70mm overall. Thanks to anyone with a suggestion!
