Can anyone recommend a basic, free program for manipulating images?

Just want to be able to do simple functions like rote and or size images, etc... Nothing like photoshop, just something with some good, basic fuctionality (especially rotate)...
 
I'll throw in my vote for irfanview too.
You can rotate/crop/resize/adjust colors/...
It can also handle just about any image format on the planet and easily save the image as a different format (e.g. jpg->gif)
 
GIMP might be way more advanced than you need, but it is very versatile, and its rotate function is excellent; it can rotate in small fractions of a degree, and does so with very little image degredation.
