Can anyone pls tell me what a digital time base converter is

i got this Fora FA-300 digital time base converter and i got no idea what it is?

it's either a cheap flux-capacitor or an analog to digital video converter.... maybe.
got any other info ?

edit: apparently it can do jitter correction and correct other alignment\timing problems related to audio\video
