can anyone here recommend Starfleet Command II?

Bugs aside I think it's great. I'd strongly suggest waiting until the 2.005 patch is released in a coupla weeks. Otherwise you'll be editing configuration files in an attempt to get everything working properly.
 
No, in fact quite the opposite. This game is as buggy as they get. Too bad, too- it's not a bad game on the occasions when it works. First off, it won't even make it past the splash screen without the 1.04 patch!!(the true mark of a fine product is when it won't run the first time without a patch!!) Then the map screen is painfully slow- taking up to several minutes to move you the required 1 area per turn. After a uninstall/restart/re-install the problems really start.

As an added bonus, try to email tech-support. You get this nifty form letter with instructions to check the FAQ's on their website. If you re-email them, a tech will look at your problem, then suggest the latest upgrade (the one that the game won't start without), and on the third try instruct you to try a beta update.

Hell, by that time I had returned the game for one that works. Maybe I'll get it again in a few months, to see if it's been fixed up.
 
Yes indeed bugs abound. They are still working on that .005 patch. That will fix the slowdown bug (which was introduced in a previous patch because the programmers didn't QA it properly because they wanted to go on vacation). So they all took 2 weeks off leaving the bugs out there for us to enjoy.

The same thing happend with Star Fleet Command I. Some development houses and publishers will never learn (Taldren and Interplay here).
