Can anyone find a comparrison on why high quality system memory basically doesn't matter?

I'm trying to tell him he's wasting his money (he really doesn't have that much) in building his comp and spending the cash on the 4-4-4-12 DDR800. If he wants the extra ~1% performance increase he should just overclock 1%, but he doesn't want to overclock. - .-

This article is from 2006, but it compares 3-3-3-9, 4-4-4-12 and 5-5-5-15 timings. (I linked to the page in the middle with the gaming benchmarks, as I assume that's what he's building his computer for. The page after the one I linked is high-res (1600x1200) gaming.
