Can anyone apply and get a business credit card?

I'm trying to find out if normal people can apply for business credit cards because sometimes you can get better perks. I can't determine this because I have a business and can get a business credit card, but what about everyone else?

I have an AMEX Platinum Business Card. I think the business requirements are very lax because, well, all I did was do some minor eBay stuff (less than $10,000 in sales one year).

Yup. I don't own any biz.

I applied anyway to Chase biz card. Now I'm enjoying 3% cashback on gas, dining out, office supplies, all hotels and 1% of everything else.

Hmmmm..... But they do ask for the business's name, don't they? Also, has anyone really gone into the fine print about legal ramifications that may arise?
