can an old video card hinder system performance?

I currently switched from an msi nvidia geforce 2 ti to an asus nvidia TNT2 vanta and noticed sluggish performance. I dont play any games but everytime I watch a DVD, my system crawls. I checked the the cpu usage and its only at ~65% while watching DVDs. Also, I noticed lags with Windows transition effects. Can the video card slowing down my whole system? The rest of the specs are the following:
amd 2500 XP
512mb ddr3200 ram
120gigs WD SE
audigy 2

Yes it can ...
The vanta probably has worse 2D performance, and may not take advantage (and I'm not sure about this) of some of the driver improvements that accelerate window rendering. Additionaly, the Geforce2 may have some sort of DVD enhancement in hardware that the Vanta lacks.

My system is slow as hell with this Savage4 PCI. Watching a DVD and multitasking is a painful experience.
