Can An External Floppy Be Used As A Boot Device?

I'm trying to run a program off of a floppy disk, but for whatever reason the PC won't boot off of it. I've tried a variety of settings in the BIOS, but nothing seems to help.
It's a Dell Dimension 4600, latest BIOS, (A12), and I'm using an external floppy plugged into a USB port off my monitor. Thanks!

Yes, it will boot off an external USB if the mobo supports it and all late model Dells should support it. Check BIOS to make sure it boots from the floppy BEFORE the HDD. Also there may be a seperate setting to enable an external USB drive ("Legacy USB support" or something like that). On some mobos the external may not be considered a floppy but another boot device.
