Can a VGA signal be converted to composite?

I have a laptop with only a VGA output (not S-Video or composite). I would like to be able to connect this laptop to a tv? Is there a converter that will allow me to do this?
 
One catch - The lowest most PC display cards will go is 640X 480. Most composite video displays are standard NTSC format - 328X240. You're going to loose a lot of quality and things probably aren't going to look right unless your VGA card is setup to adjust the resolution down.
