Can a short burn the circuitry without burning the fuse first

There 2 fuses that protects this circuitry. The first is a 20amp and second is 15amp. Can a short circuit damage the circuitry without setting off the fuses?
 
Yes, because the fuses are there for long term current draw. Any capacitors can supply a short amount of high current before the fuse reacts.
