Can a regular DVD burner burn dual-layer DVDs?

Can all DVD burners burn dual-layer DVDs, or do you need a specific type of burner? My burner is the Samsung SH-S223Q.

Not all DVD burners can write DL DVDs. They need to support it. Sometimes a firmware update can add support, but not always.
