Can a Monitor Fry a Video Card?

Is it possible that a 3 year old Dell P991 CRT can fry a graphics card through the VGA port?

And if so, would usign the DVI/VGA adapter prevent it? Any visual issues using DVI/VGA?

Monitors can fry video cards but it's extremly rare and something has to be wrong w/ the monitor for that to happen, EG power surge or some such that kills both.
