To power the headlights but nothing else?

The whole inside of the car is dead.. i mean everything. The power locks dont work, the guages dont work, the dome light doesnt work, the hazard lights dont work. When turning the key theres a dead silence. Not even a cranking noise from the starter or engine.

ITs a 92 Oldsmobile acheiva.

Pretty New Battery.

the car started fine ever since the new battery, but now its dead. The car was parked on a hill after driving. I came back and tried to start the car which cranked half way than died 100%. Maybe the crank drained the battery to 0. We tried jumping the car but nothing.

Nope. If you can see a weak glow from the headlights, when you turn them off and turn on the dome light you should see a weak glow from that.

If it cranked halfway, it should still have enough juice to power the dome light/hazards/etc. Check your fuses, for starters.

It is strange that the headlights would work and the dash lights and such would not. They draw more power...

If there's enough to power the headlights, there's enough to power the interior lights.

If the headlights will come on but the interior lights won't, there's a physical problem with the wiring somewhere. I would start with checking the main ground points for the chassis.

Im my opiinion there should be some thing wrong in the eclectic wiring system of your car because head lights are working and other stuff is not.

when batteries go out, they may still have enough power to power all the lights and everything but not to start the car. take the battery to a local autozone or similar and have them check the battery

Did you say you tried to jump start it and it still would not crank?

Your car has what's known as Fusible Links. They are usually located down near the starter and are in-line with the wiring. By that I mean that they may appear to be just normal wires when in fact they are made to disconnect that circuit in the event of a short or overload.

You can't reset them or replace them in the same manner as a fuse, they need to be physically replaced with a Fusible Link that is rated for the same amperage.

More info.

I'm guessing that is your problem. You have too many things not working for it to be a fuse or even fuses.

Before these links are replaced, the cause of the short or overload obviously needs to be corrected. I would take it in to a shop that has a good electrical tech. There may even be a shop that specializes in automotive electrical work in your area.

It's possible that you have bad connections at the starter. These fusible links usually connect to the starter solenoid. The starter solenoid itself could be bad in that it is not providing the current path these circuits need. Please disconnect the battery before checking these things. Checking grounds is excellent advice and a good place to start.
