can a bad motherboard cause low voltages?

i have a 2 year old ANTEC truepower 480. USDM reads +5v: 4.65 and +12v: 11.75. I think the power supply i have is supposed to be a good one and when i first got it, it always read higher. Can an old beat up, overclocked-for-too-long motherboard be the cause of this? or it the power supply?


i ask because lately my system is becoming unstable. sometimes it will not detect one of my hard drives and sometimes it will not even detect C:! any ideas?

fwiw, i had an epox board and an enermax supply that would not play nice together. the 5v rail was constantly low. the PS was fine with other boards.
