Can a 4X cdrw drive write to a 10X certified CD-RW disk?

i think that when it says 10x certified it means that the disk is guaranteed to burn at least 10X and at any speed under, if it doesn't work it has more to do with the brand of the cd-rw

Situation is like this:
If the CD is rated faster than the CD-drive, the write speed will be that of the drive.
If the CD is rated slower than the CD-drive, the write speed will be that of the media.

So for your situation, the drive will write to the CD-RW, but will only do so at its maximum speed of 4x.
