Can a 3G/4G Router be traced?

Hi. I know that a VPN stops hides the original IP address from being traced to a location. But what about if I was to use a 3g/4g sim card inside a router and connect to the internet this way. I would use a VPN still, but this would not stop the sim cards location being tracked by the use of cell towers. Would the company providing the sim card, be able to track it this way? I know this is possible with phones, I am guessing its the same concept with a 3g/4g router, since both devices use sim cards. If so, is there any way to protect against this?
