can a 22" crt be used as a HDTV?

assuming you have an HD tuner. i am trying to figure out a way to have a nice 20" tv - not allowed to have anything bigger, and the smallest HDTV (tube) is 27" so i started thinking... a 22" crt monitor w/ RGB bnc inputs and a progressive scan DVD player etc etc. , or would it all have to be power by an HTPC?
 
Well, your PC is a progressive scan DVD player, and you can purchase a software based HDTV tuner for ~ $150 now, so I'd say that would be your best bet.
