Can a 120V UPS be converted to 240V?

I've seen 120V surge suppresors from Tripplite converted to 240V in surplus shops and was wondering if this is possible for UPSes as well?

1) Are converted surge suppressors or UPSes dangerous to use?
2) Do they function just as well as they do with their default rating?
