Its an app that just makes a new windows power plan to favor low power mode, essentially reducing cpu boost/turbo states in desktops or using lower power states in laptops... It's most useful on cpus that are not in the efficiency area of their performance curve, ie a lot of desktop chips, though just using windows will get you the same result. Using it on older laptops may cripple performance.

A lot of the apps claims are false or inaccurate. It doesn't do any actual undervolting and it does reduce cpu performance. About the only time it may "boost performance" is on a device with poor cooling that wastes thermal budget by turboing.

Why are they making the effort to market half truths for a free app? Makes no sense, unless it mines data or serves up ads.

Someone needs to send some heatsink review links to the author of that site. It's as if crippling performance is their preferred solution to bad system design.
