I am looking at the Panasonic Lumix DMC-TZ5, which can record HD video (1280x720, 30fps), but the compression is not very good. 15 minutes of video takes up 4GB.

Is there another camera out there that does HD video?

If HD video is your primary concern, use an HD video camera. That's what they are designed for. Some of them even take moderately decent still images if you just want a quick snapshot now and then. HD video takes a LOT of space and as you have seen, you won't be able to store very much on a still camera's memory card. My Fuji S6000 has a decent video mode (640x480) and I use it once in a while for a quick video clip of one of my kids if I already have it out to take pictures. However, it fills up the memory card very quickly and I wouldn't consider using it as a dedicated video camera simply because an actual video camera will do a better job and will be able to store more than 30 minutes of video at a time.

I'm in the same boat. Looking for that HD video out of my camera. My eye is on the Panasonic DMC-FX35K. Reviews I have read on newegg and amazon say the video is impressive. The reviews I read on the Kodak's were not so hot, but that was last November.

That review states the TZ5 can zoom while in video mode. I find that surprising being that I read the FX35K won't do that. It looks like the TZ5 is 28mm, FX35K is 25mm. The reviews on Amazon seem to favor 25mm. I don't fully understand the difference. Perhaps an HD cam is best, but I think these look pretty good.

8GB SDHC doesn't look too expensive.
