I'd like to make a few files on my PC available for dowload from a web page..

As I undertand this means making it act like a server. I hear I can use something like dyndns.org to allow my dynamic address to work for this

Any better way to set this all up? Some program that simplifies this all?

(Xp Pro/DSL)

Don't forget that on most home broadband connection your upload speed is relatively slow. These connection are 'built' to receive data and not to send (at least not to send a LOT of data). They are suited for home usage such as surfing web sites, email, video streaming and file downloading.
If you want to be able to upload, you will need a 'business' oriented connection such as SDSL, ATM, FR or T1 etc.

If Xp has FTP server built in, how does one set that up??

That seems like it'd be good enough for this task..

BTW, I have 256 u/l so is not very fast, but ok for my needs.

well, providing your isp lets you set up an ftp server go to contol panel, add/remove programs, add/remove windows components and install IIS. the help files for it should help you setting it up. just be sure to make it secure (i.e. share just the files you want shared and no more, set up passwords, etc...).
