I am a part of a non-profit organization for education in West Africa and I'm looking to create a website similar to unicef.com. Unfortunately, I have limited experience with web technologies and so I was hoping someone could give me quick pointers on how to rapidly create a website similar to unicef. Would it be best to use a website creation tool like DreamWeaver? I am comfortable with HTML and javacript (and I have a degree in cs).

Dreamweave's WYSIWYG editor should help you with your needs. Though...you could always pick up a CSS/XHTML template from OSWD or another site, for free.
