no i have never run electrical wire from breaker to wall...only replaced outlets...i have run cat5 and coax
i dont want to use the exisiting lines and just split them off to new outlets...i want to run new lines, possibly on a new breaker block so it wont overload with all my ****** on it (4pcs...networking equipment, tv, montiors, etc)

You really need to consult with the owner on this and check your lease.
An electrician is going to be costly, but in your case I would definitely look into it.
As far as the breaker panel... You can pop in a new breaker or you can remove an existing breaker and replace it with a double breaker (2 breakers in half the space).
As far as wiring, as long as the run isn't more than a 100ft, for 15A, you'd be using 14-2 wire. For 20A, you'd be using 12-2.
As far as BX vs. Romex, look at the wiring you currently have. If it has a hard, metal jacket on it, then it's going to be a variant of armored cable, whether it's BX, MC Lite, etc. If it's just a colored jacket on it that houses the wires, it's Romex.
Another problem is, we don't even know if you have copper wiring or aluminum wiring. We can guess that you have copper wiring based on you replacing the existing outlets, however they do work short term together, but you will run into HUGE problems down the road. Think fire, and your insurance not covering you.
I'm going to say this one more time:
You need to check your electrical codes. Get a copy of the national, state, and local codes.
