in dm-curse4, at the sparkling water place, is everything suppose to slow down? my framerates are over 60 in that area so im not sure why everything goes slow mo
 
I've had some strange issues in UT2k4 when using AA and AF. If those are on, try turning them off and see if it makes a difference.
 
those specs should get u 200fps on that map!
i've had random slowdowns in some maps- clear out the cach folder in ut2k4- that helped me
