Does she do a lot of remote desktop into the machines or does she just think that pro means it is required for business?

She tried Vista on a couple of PC's, even the technicians across the street couldn't solve the problems it caused on their server

parts at cost plus $50/hour for the procurement/assembly/installation time is what i used to charge in 2002 or so. i think you could get away with $75/hour these days... but it's your mom, dude. just charge her $50/hour.

First, that wasn't my link...

Second, have a look at this. I know it's the Optiplex instead of the dimension, but there's a choice for customizing with Vista or XP.
