Shorts? Depends on what you're used to....
A couple years ago, I was swimming in Venice, Florida, and some older guy walked up and said "you ain't from around here, are you. You must be nuts to be swimming when it's this cold." Water was in the upper 70's.

Shorts weather for NYers is sweater weather for people in the south.
